All dogs need plenty of exercise. In my opinion, most dog-owners aren’t able to give their pups as much time to run around as they really need. We’re all too busy in our own lives to take a dog out for a couple of hours each day. Smaller dogs don’t tend to need as much exercise, especially if they weren’t bred to be working dogs or hunting dogs. However, medium and large breeds often need much more outdoor time.

Regarding golden retrievers specifically, it depends on their size and age. I’ve owned this kind of breed myself and found that older dogs need far more rest than young adults.
